Faculty Profiles

Thomas J. Garrity earned a Master of Science Degree in Public Safety Administration from St. Joseph’s University and is a graduate of the National Fire Academy’s Executive Fire Officer’s Program. He has written numerous articles for fire service publications, led task force initiatives and training for the Philadelphia Fire Department and conducted research on several different public safety topics. He is co-author, along with epidemiologists from the National Cancer Institute, of the Philadelphia Firefighter’s Cancer Mortality Study. This retrospective cohort analysis remains the largest and most comprehensive study of firefighter mortality and occupational risk conducted to date.

Tom retired from the Philadelphia Fire Department after 36 years of service in 2010. He served in every civil service rank with 17 years in the position of Deputy Chief. As a Deputy Chief, he was responsible for managing fire fighting resources at all emergency scenes of consequence, such as multiple-alarm fires, multi-casualty incidents, and hazardous material incidents that occurred in his division. In his last assignment at Division 2, he was responsible for the administration of six battalions that included 33 fire stations staffed by 286 firefighters and paramedics. He is presently the Deputy Director of Fire Training Programs for Montgomery County (PA) and in this position is responsible for firefighter and fire officer training and certification conducted at the Montgomery County Public Safety Training Campus.

Battalion Chief Ted Bateman (Retired) has worked in public safety for 40 years. He is a retired 30 year veteran of the Philadelphia Fire Department. During his career his positions have included Deputy Fire Marshall, Departmental Safety Officer, Chief of Code Management/Enforcement, Chief of Research and Planning and Public Information Officer. From 2002 until 2007 he was the Director of Fire and Emergency Services for the University of Pennsylvania. Ted received his Bachelor’s Degree from Holy Family in Fire Science Administration and his Master’s Degree in Public Safety Administration from St. Joseph’s University. He is a graduate of the National Fire Academy’s Executive Fire Officer Program and has taught Contemporary Issues in the Fire Service for over 25 years at local colleges and universities
